LAFCO periodically prepares governance studies to consider the advantages and disadvantages associated with reorganizing local agencies. These studies are generally prepared in response to a determination adopted by LAFCO as part of an earlier municipal service review. These studies generally focus on exploring whether an alternative governance structure may be more efficient and effective in terms of costs and services with respect to addressing the needs of the affected community.
