Belia was appointed as a regular county member in 2022 to complete an unexpired term. Belia's current term is 2022-2026. Belia resides in American Canyon, was born in Napa, raised in St. Helena and calls all of Napa County her home. Prior to serving on LAFCO and Napa Board of Supervisors, Belia was a law professor, operated her own company, and served as a member of the American Canyon city Council. Her three decades of community service started by playing piano for Veterans and Holderman Hospital at the Yountville Veterans Home.
Belia graduated from Saint Mary's College of California and University of California Hastings College of Law. Upon admission to the State Bar of California, Belia worked as a civil litigator and employment counselor, advising Fortune 500 companies on labor and employment policies and procedures.
