Mission Statement

The Local Agency Formation Commission (LAFCO) of Napa County is committed to serving the citizens and government agencies of its jurisdiction by encouraging the preservation of agricultural and open-space lands and coordinating the efficient delivery of municipal services.


LAFCOs are responsible for administering a special section of California Government Code now known as the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000. LAFCOs were created by the California Legislature in 1963 and have regulatory and planning responsibilities to coordinate the timely formation and development of local governmental agencies and services. Key regulatory duties include approving or disapproving (a) city incorporations or disincorporations, (b) special district formations, consolidations, or dissolutions, (c) city and special district annexations or detachments, and (d) city and special district outside service agreements.

LAFCOs are located in all 58 counties in California. LAFCO of Napa County's office is located at 1700 Second Street, Suite 268, Napa, California. Regular office hours are 8:00am to 12:00pm and 1:00pm to 5:00pm. Appointments are encouraged.
