BUDGET INFORMATION 

As provided under the law, LAFCOs annual operating costs are entirely funded by the County of Napa and the Cities of American Canyon, Calistoga, Napa, St. Helena, and the Town of Yountville. The law provides that the County is responsible for 50% of LAFCOs operating costs while the remaining 50% is proportionally shared by the five cities based on a weighted calculation of population and general tax revenues. Each agency is responsible for paying their share of the Commissions adopted budget at the beginning of each fiscal year. As a result of its prescribed funding relationships with local agencies, LAFCO only budgets operating costs.

STUDIES

LAFCO regularly conducts studies on local governmental agencies and services in Napa County. This includes preparing municpal service reviews and sphere of influence reviews every five years. LAFCO also conducts goverance studies to consider the options and mertis of reorganizing existing govermental organizations. The collective purpose of these studies is to inform and direct LAFCO in its legislative mandate to coordinate and plan the orderly development of local govermental agencies and services in a manner that meets the present and future needs of the community. ANNEXATION APPLICATION

As part of the annexation process, applicants are required to submit a map and geographic description of the subject territory. The map and geographic description should be prepared by a professional surveyor and must conform to the standards established by the State Board of Equalization (SBE).
